Bilgehan Özbaylanlı, currently serves as the Head of the R&D and Ecosystem Department at the General Directorate of Innovation and Educational Technologies of the Ministry of National Education of the Republic of Türkiye. He is also the director of the Education Technologies Incubation and Innovation Center, located within METU Technopark, representing the Ministry.
Throughout the majority of his career, Bilgehan Özbaylanlı has focused on R&D, innovation, strengthening human capital, and impact analysis in the field of education. He holds dual bachelor's degrees in Environmental Engineering and Industrial Engineering from Middle East Technical University (METU), and a Ph.D. in Economics, also from METU. In addition, he holds a master’s degree in International Development from Harvard University, and conducted eight months of post-doctoral research at the University of Oxford with the support of a European Union Jean Monnet Scholarship.
